OAG Follow-up report says York has implemented 45% of its recommendations

The Ontario Auditor General’s Follow-Up report on its 2023 Performance Audit of York University Operations and Capital found that, as of November 26, 2025, York had fully implemented 45% of the OAG’s recommended actions.  Another 45% were in the process of being implemented; 3% showed little or no progress; 3% will not be implemented; and 3% are no longer applicable.  Those last 9% all relate to recommendations concerning York’s Board of Governors, including that the BoG should adopt an explicit and comprehensive charter, and that it should revise the terms of reference of the BoG Executive Committee (the BoG decided not to do so).

“The Office of the Auditor General of Ontario continues to support the implementation of this recommended action” (p. 21).

 York University now has an official Whistleblower Policy.

Recommendation 8 of the OAG Follow-Up Report is that York create and implement a Whistle-Blower Policy.   York has done so, effective January 1, 2026, inviting all employees, protected from reprisal, to anonymously disclose any concerns or allegations of improper activity for review, investigation, and appropriate action by the university.
